Kèr Zàslèfniv (/ˈzəslɛf/ /niv/ [preparation] [gray]) is a subtropical Town located in the Gesiēinsu Region of the Tetbur Commune.
The name Kèr Zàslèfniv is derived from the Tauric language, as Kèr Zàslèfniv was founded by Pangwen Edwards, who was culturaly Tauric.
Climate
Kèr Zàslèfniv has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 34°C (93°F) and its average temperature during the winter being a warm 27°C (80°F). Kèr Zàslèfniv receives an average of 266 cm/y (104 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Zàslèfniv covers an area of nearly 6 km2 (2 mi2), and an average elevation of 2168 m (7112 ft) above sea level.
Overview
Kèr Zàslèfniv was founded durring the late 13th century in winter of the year 1158, by Pangwen Edwards. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Pangwen Edwards.
Kèr Zàslèfniv was built using the conventions of Tauric durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Kèr Zàslèfniv is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Kèr Zàslèfniv is buildings have been located at convienant points along the valley Kèr Zàslèfniv was built upon. Navigating the town is therefore a little chalanging as the distance between buildings verris greatly and the spacious packed earth streets flow where they are able to be made rather than folowing the most convienant paths. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Kèr Zàslèfniv's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Kèr Zàslèfniv's boondoggle-of-a-fortified wall has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
Kèr Zàslèfniv has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Kèr Zàslèfniv’s streets. Yet, deep down, you know this atmosphere is a carefully created illusion. You can see the ocasional seam in their tapestry. You’re not sure what has them doing their best to act so carefree, but act carefree they do.
Civic Infrastructure
Kèr Zàslèfniv has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Zàslèfniv. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Zàslèfniv's parks.
Kèr Zàslèfniv has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Zàslèfniv.
Kèr Zàslèfniv has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Zàslèfniv has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Zàslèfniv has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Zàslèfniv's public wards, blessings, and other arcane systems.
Kèr Zàslèfniv possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr Zàslèfniv's grid is powered by a god's will and kindness.
Kèr Zàslèfniv has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Zàslèfniv's natural decorations nor waterways.
Kèr Zàslèfniv has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kèr Zàslèfniv has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Kèr Zàslèfniv's chapel was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.
In Kèr Zàslèfniv every night at precisely midnight every structure in town is engulfed by sailors fire until the end of the witching hour.
Kèr Zàslèfniv's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves consuming a local narcotic to channel Augury energies of tier 3 via divine sermons.
